Contributor's comments: I've never heard "chat" but it was common in my childhood in the 70s to use "chatty". These both no doubt related to the old slang word "chats" = lice. Thus "chatty" is synonymous with "lousy". "Chat" is probably a shortening of "chatty".
Contributor's comments: This has begun to be used as word in Melbourne secondary colleges since about the early 2000s. It means the exact same thing though.
